In the NetApp section of the guide, it says that the Fpolicy servers need exclusive CIFS access to the NetApp filers. Does this mean I can’t touch the vfilers at all while a migration is in operation?
Exclusive access refers to the fpolicy server. So fpolicy server itself must not have any other connections to it or to anywhere else.
